  • YHDP Round Up Vol3
    The YAB met this Monday due to a holiday next Monday. In addition, the YAB had a YHDP check-in meeting on Tuesday. The YAB reviewed each ARRP application and completed voting on them. The YAB has reviewed ways to potentially raise money for educational training events and activities utilizing a Grassroots-style approach. The YAB expressed high excitement about the possibility of future conferences. The YAB team has reviewed the RFP preparation documents and started working on drafts to support the RFP process.

Annual CoC NOFO Internal Competition

The Final Priority List of Projects for the FY2023 MO BoS CoC competition is available for review. Agencies are encouraged to review this document and communicate with the lead agency if there are questions. Thank you to all that participated in the CoC Internal Competition for the FY NOFO 2023!

Submissions are due at 11:59 pm on August 21st 2023.

Interested Applicants– If you are planning to apply for CoC funding in the 2023 funding cycle, please submit a Letter of Intent. Letters of Intent are not required for our competition but help us know what projects we expect to see in our submissions. Completing this step helps us communicate with projects more effectively and ensure we have an accurate projection of submissions

Example Documentation- Use the examples provided below to guide the development of project attachments for CoC Internal Competition application.

  • CoC Anti-Discrimination Policy – The project Anti-Discrimination policy should apply to clients and staff. We are not looking for the hiring policy of your organization. The policy submitted should be approved by the Board of the project applicant.
  • Conflict of Interest Policy – The Conflict of Interest policy should be specific to staff and leadership within the applicant project.
  • E LOCCS documentation – refer to these examples for the specific pages the Rank and Review committee needs for scoring purposes.
    • Voucher Query– Provides information for the Grant Spending Timeliness portion of the Renewal Scorecard
    • Grant Detail– Provides information for last 3 years for the Unspent Grant Funds portion of the Renewal Scorecard
  • Housing First Assessment Tool Report– After you have completed the Housing First Assessment Tool, export the final page report to PDF and upload this file to the application

The Notice of Funding Opportunity (NOFO) for the Fiscal Year 2022 Continuum of Care and Noncompetitive Award of Youth Homeless Demonstration Program Renewal and Replacement Grants has been posted on Grants.gov and will be available on the Funding Opportunities page on HUD’s website later today. Additional resources will be available on the Continuum of Care Program Competition page of HUD’s website. 
The Project Applications should be available in e-snaps within the next two weeks. Collaborative Applicants and project applicants will be able to access the applications to review, update, and enter required information for the application process.  

Consolidated Application Submission Deadline: Friday, September 30, 20222 at 8:00 pm EDT

Project Applicants

  • Returning project applicants may choose to import FY 2021 renewal project application responses; however, this must be requested during your registration of the Renewal Funding Opportunity in e-snaps and is only available if you submitted a project application in the FY 2021 CoC Program Competition. Imported responses must be carefully reviewed to ensure accuracy. 
  • Projects renewing for the first time, that were previously awarded prior to the FY 2021 CoC Program Competition must complete the entire renewal project application. 
  • New project applications must be completed in full and in accordance with the new project application components permitted in this year’s Competition. 
  • YHDP renewal and YHDP replacement project applications must be completed in full and in accordance with the YHDP renewal and YHDP replacement project application processes outlined in the NOFO. 
  • CoC planning and UFA Costs applications will only be reviewed if submitted by the CoC’s designated Collaborative Applicant identified in the CoC Applicant Profile in e-snaps. 
  • Dedicated HMIS projects, renewal and new, can only be submitted by the CoC’s designated HMIS Lead as identified in the CoC Applicant Profile in e-snaps.

CoC Supplemental to Address Unsheltered and Rural Homelessness (Special NOFO)

On June 22nd, the “Special Notice of Funding Opportunity” was announced. This is a first-of-its-kind package of resources to address rural and unsheltered homelessness. The Lead Agency team of the CoC is working to ensure that new projects have the opportunity to apply for this funding. The MO BoS CoC will offer an application workshop; more information to come.
