The Board of Directors is the governing body of the Mo BoS CoC. Board membership includes representatives from all Regions within the Balance of State, as well as at-large representatives. The Board includes ex-officio members, which are comprised of the Lead Agency and the HMIS Lead Agency.

Each region within the Mo BoS CoC is represented by a member of the Board.

Region 1

Angela Webb

Angela Webb is the representative for Region 1 on the Board of Directors. Additionally, she has been elected to the leadership position of Secretary. Angela is with Catholic Charities of Southern Missouri.

Region 5

Kari Utterback

Kari has spent over 10 years working for Columbia/Boone Public Health and Human Services, and is now in the newly funded position of Senior Planner in the Division of Human Services. She helps to coordinate the Boone County Coalition to End Homelessness, Project Homeless Connect, and the By Name Homelessness Prioritization list.

Maria Rench

Maria Rench is the representative for Region 2 on the Board of Directors. Maria is VP of Operations for FosterAdopt Connect.

Region 6

Reginald Jennings

Reginald Jennings is the Region 6 Board representative. He is an active member on several committees and is the secretary of the Grants Committee. Reginald is the Chief Operating Officer of Habitat for Humanity, Cape Area.

Region 9

Martha Sander

Martha Sander is the Region 9 Board Representative to the board. She is also the elected Board Chair. She has extensive knowledge of CoC business and victim services needs. She is the Executive Director of Council for Families in Crisis.

Angella Holt

Becky Poitras is the representative for Region 3 on the Board of Directors. Angella works with Preferred Family Health Care.

Region 7

Tammie Bratton

Tammie Bratton is the representative for Region 7 on the Board of Directors. Additionally, she has been elected to the leadership position of Secretary for Coordinated Entry Committee. Tammie is the Assistant Director of Housing at FCC Behavioral Health

Region 10

Ann Gosnell-Hopkins

Ann Gonsell-Hopkins is the Region 10 Board Representative. She has been an active member of the board and is the Chair of the PITC Committee and the Co-Chair of the Membership Committee.

Region 4

Becky Poitras

Becky Poitras is the representative for Region 4 on the Board of Directors. Additionally, she has been elected to the leadership position of Chair for Policy and Planning. Becky is with Metro Lutheran Ministries.

Region 8

Sharon Cobb

Sharon is the Region 8 Board Representative. She works for Ozark Action Inc. and is the Region 8 CE Lead, Priority and non HMIS list-holder. Sharon a Transitional Service Specialist and specializes in Coordinated Entry. She works with 9 counties and is part of the PIT, NOFO, and CE Committees. She loves working with her community and resources.

Kelli Kemna

Kelli Kemna is the Housing Director for Missouri Department of Mental Health. Kelli leads the Housing Unit which administers Department of Mental Health’s 27 Shelter Plus Care grants, VA Grant Per Diem HERO program, PATH, SOAR, Housing Liaison program, Rental Assistance Program and Show Me Recovery Housing Program in Missouri. Kelli works closely with the Continuums of Care throughout the state and sits on the Board for the MO BoS and St. Louis City Continuums of Care.

Darius Johnson

Darius is a multiracial LGBTQIA+ Community member with Verified Minor experience, has proudly served on the Youth Action Board, and participated in YHDP, IDEA committee, RFP, and CCP workgroups. He is eager for the opportunity to progress in the BoS.

Robin Durbin

With a healthcare background, Robin leads Elevate Lebanon, utilizing community support and funding to aid underserved populations. Her effective communication drives collaborations, serving multiple counties and leveraging personal experiences to empathize and guide those facing challenges.

Nicholle Hahn

Nicolle Hahn is currently the Community Services Program Director for East Missouri Action Agency. She began her time with the agency in September of 2020. Prior to her work with East Missouri Action Agency, Nicolle worked for the YMCA. She has a background in training and is passionate about equity, diversity, and inclusion. She is a Kansas native who has found her home and family here in Southeastern Missouri.

Lori Concepcion

Originally from New Jersey, and have been in the Ozarks for the past 10 years. She had worked in the housing field from 1983 through 2012, among other things for all things housing. She is the Executive Director of Samaritan Outreach Center and have been here since 2016. This is a homeless shelter, food pantry and soup kitchen in West Plains. She is married to an amazing musician, have 2 sons and a myriad of animals (horses, donkey, cats, dogs, chickens) and the fun never stops.

David Henrion

David Henrion lives in Region 1. David worked as an HMIS Manager for the Institute for Community Alliances and as the CoC Coordinator for the CoC in Lansing, Michigan. He has worked with HUD on several initiatives, such as veteran homelessness and CoC governance, and he has a lot of experience with homelessness data and HMIS.

Sonia Campbell

With four years at Catholic Charities, focusing on homeless housing, Sonia chaired the St. Joseph Continuum of Care, engaged in MOBOS committees, and uses data to enhance processes. As a program manager, she works directly with homeless individuals and veterans, aiming to boost coordinated entry and expand aid programs.

Glenna Wilson

Glenna is a Licensed Clinical Social Worker at Harry S. Truman VA, and the Coordinated Entry Specialist for a 44 county catchment area. She has been an LCSW for 12 years, recently getting into the world of homelessness about 2.5 years ago as most of her career has been spent working with those with serious mental illness. She loves to read, enjoy taking her dog on walks and traveling. She recently went to Belize and loved it!

Brian Williams

Since 2001, Brian has led the RCCCP, focusing on Social Drivers of Health like housing and food security in Central and Northeast Missouri. He serves on multiple boards, including Moberly Area Community College, and champions serving diverse populations, emphasizing minorities, veterans, seniors, and justice-involved individuals.

Anastasia Holmes

Anastasia is the elected Ex-Officio Representative of the Youth Action Board. She has lived in multiple areas throughout the BOS. She is an advocate for Youth in State Care at the state and national level. Ana is also currently the Chair of the Missouri Foster Youth Advocacy Board.

Institute for Community Alliances

The Institute for Community Alliances is the HMIS Lead Agency of the CoC. ICA manages all HMIS data, handles the HIC/PIT data, trains assessors on the HMIS and more.

Leah Woods is the HMIS Manager of the CoC.

Sandy Wilson is the HMIS Director over the CoC and other CoCs.

Community Partnership of Southeast Missouri

Community Partnership of Southeast Missouri acts as the Lead Agency and Collaborative Applicant of the MO BOS CoC. This includes many duties, especially: ensuring the CoC run smoothly, running the CoC website, meeting requirement of grants, applying for new funding opportunities and more.

Melissa Stickel is the Executive Director of CPSemo.

Nathaniel Meece is the CoC Planning Director.
